Company Background
EcoTech Solutions is a medium-sized enterprise (currently 180 employees) based in St.
Petersburg, Russia. Founded in 2018, it designs and manufactures energy-efficient heating
systems for residential and commercial buildings. The company started as a small partnership
but recently re-registered as a LLC.
Current Situation
EcoTech has experienced rapid growth due to increased demand for green technologies and
government subsidies for energy-efficient renovations. However, this growth has exposed several
organizational and operational challenges:
1. Organizational structure:
The company still operates with an informal, flat structure where the three founders make all
major decisions. Department heads (Production, R&D, Sales, HR) report directly to the founders.
Employees complain about unclear responsibilities and slow decision-making as the company
grows.
2. Personnel issues:
- High turnover among production line workers (α-labour);
- Lack of career progression paths;
- No formal performance evaluation system;
- Difficulty attracting qualified engineers (β-labour).
3. Production and assets:
- The main production facility uses aging equipment (average age 8 years);
- Frequent breakdowns cause delays;
- No systematic approach to equipment maintenance or replacement;
- The company needs to decide whether to invest in new automated production lines.
4. Market position:
- Strong in the Northwest region but facing new competitors from European firms;
- Considering expansion to Kazakhstan and Belarus;
- Uncertain how to structure international operations.
5. Financial constraints:
- Charter capital is 500,000 RUB;
- Considering a bank loan for equipment upgrades;
- Need to improve financial planning and resource allocation.

Your tasks as a consultant
Part 1: Organizational elements (2 points)
1. Classify EcoTech using the frameworks from the course.
2. Analyze the current organizational structure:
- Identify which type of structure (bureaucratic/post-bureaucratic) they currently have;
- Explain two disadvantages of this structure for a company of their size and industry;
- Recommend a new structure with justification using at least one organizational theory from
the course.
Part 2: Human resources strategy (2 points)
1. Labor analysis:
- Differentiate between the α-labour and β-labour at EcoTech;
- Propose specific motivational strategies for each group using (two different motivation
theories from the course).
2. Headcount planning:
- The company plans to add 20 new production workers and 5 engineers next quarter;
- Calculate the average headcount indicator for the next quarter assuming:
o 15 workers will be hired on Day 1;
o 5 workers will be hired on Day 45;
o All 5 engineers will be hired on Day 30.
o The quarter has 90 days;
o Show your calculations and explain what this indicator means for the company.
Part 3: Fixed assets and production decisions (2 points)
1. Asset management:
- Classify EcoTech's production equipment as active or passive fixed assets;
- Explain the types of deterioration affecting their current equipment;
- Recommend one reproduction method (new construction, expansion, reconstruction, or
technical re-equipment) with reasoning.
2. Investment analysis:
- The company is considering purchasing a new automated line for 5 million RUB with a
useful life of 7 years;
- Calculate annual depreciation using the straight-line method;
- Explain how this depreciation will affect production costs and financial planning.
Part 4: Strategic Recommendations (2 points)
1. Expansion strategy:
- Analyze the external environment (direct and indirect factors) for expanding to Kazakhstan;
- Recommend whether to use franchising, company-owned branches, or partnerships for
international expansion;
- Justify your choice with advantages and disadvantages from the course material.
2. Integrated solution:
- Provide three integrated recommendations that connect organizational structure, personnel
management, and fixed assets investment;
- Explain how these recommendations will improve labor productivity and economic
efficiency.
