The article is devoted to description of principles of functioning of system of Executive authorities in the regions. It is established that the state authorities of the constituent entities, the officers who exercise such power, fit into a holistic system that provides all the needs of implementing state power. Building a effectively-functioning system of public authorities is a major challenge which is faced by every Federal subject of Russia. Thanks to the analysis, it is concluded that the present level of development of the Russian federalism outlines trends consistent restrictions on the autonomy of the regions of the Russian Federation in solution of problems of organization of state power at the regional level.
