The City-Manager Plan Centers Authority
The supporters of the citymanager plan claim that it insures expert administration, and places responsibility in definite channels. The voters choose a city council; the council chooses the manager; the manager chooses department heads; and the department heads choose their employees, often from civil service lists. The manager holds office at the pleasure of the council, and can be removed for unsatisfactory service or other cause. More than 40 per cent of all American cities of over 25,000 population have adopted the manager form of government although the very largest are not among them. Comparatively few cities have abandoned the system.
The city manager supervises the work of all department heads; he attends meetings of the city council and keeps it informed about the cityʼs needs and the progress of various undertakings; he prepares the budget and oversees the expenditure of funds. The council does not have to follow his advice, but the manager whose recommendations are disregarded or who frequently disagrees with the council is not likely to remain long on the job.
