3. The Co-operative Tradition in Canada

Co-operatives have developed continuously and repeatedly in modern, industrialized societies over the last 150 years. Today they exist in many different forms, highly dependent on local or regional needs, social struc¬tures, and political environments. Co-operatives were created as means to provide innovative services in innovative forms, and they continue to innovate, both through creation of new services by existing co-operatives as well as through the creation of new co-operatives.
The International Co-operative Alliance estimates that there are over 750 million people in the world who are members of co-operative organi¬zations, and co-operatives take a bewildering variety of forms in the ninety or more countries where significant co-operative movements exist. In Canada there are over fourteen million members of co-operatives. Because of this diversity, the scope and permanence of co-operative institutions are often underestimated. We need to understand the nature, extent and variety of co-operatives in order to appreciate their possibilities and their limitations as alternatives.
THE NATURE OF CO-OPERATIVES
A co-operative is an association of people who operate a business for their own use. Like other associations in modern societies, the co-opera¬tive association is open, voluntary, democratic and exists to serve its members. Like other businesses, it operates in a market economy, com¬bining factors of production to produce competitive goods and services. By definition, a co-operative is the only form that unites these two aspects of association and enterprise. Co-operatives, in other words, are unique in the way they combine both an associative and an economic mandate.
